Tamping down the sand and pea gravel base is fundamental to all grave markers foundations. Tamp the bottom, place stone in and a few inches of sand and gravel then tamp again. Repeat two or three times.
Tamping down top soil and sod which was carefully removed at the beginning of the excavation.
In order to maintain the cemetery in a neat and attractive manner, use a tarp to temporarily store the sod and soil while removing and replacing a grave marker or base.

Removing sod and storing on a tarp prior to digging out a gravestone or base.
Brushing a moss and lichen-covered stone with a stiff brush. Use a natural or synthetic fiber brush. Never use a wire brush!
A plastic scraper can remove the bulk of moss and lichen-covered stone prior to brushing. The plastic scraper will wear away fairly quickly, but that means the stone is not being damaged.
